what important decisions had to be made concerning the fate of the seceded states and the rights of those freed from slavery

look up the reconstruction period. Lincoln wanted to have less harsh punishment for the states that wanted to secede but the other states wanted the states that tried to secede pay a harsh price. also amendments were made to protect those to get jobs, vote, ect.
