Not all hazardous materials are have taste or odor (a common inn being carbon monoxide). If the authorities say evacuate, you evacuate. If you are still insistent on staying after the warning you can ask the authorities, but C is still the best option.

The correct answer is C.

If the authorities tell you to evacuate an area then you evacuate an area. You do not wait and see, you do not ask your neighbor, you do not stay home, you leave the area. Just because you can't smell anything unusual doesn't mean there is no risk, some chemical agents have no smell. If the authorities are telling you to evacuate then they are saying so for a reason, evacuations are a big deal and not something the authorities would just say.
