Yep, that statement is true. Eleanor Roosevelt was a huge champion of many of FDR's domestic policy's, including many aspects of his New Deal programs. We don't know for sure how many came from her, but she was well known to be FDR's ambassador to the people, bringing their concerns and problems to his attentions and working within the government and through various other organizations to ease the suffering and encourage the downtrodden in America during the great depression.
