Discretionary spending is determined by the congressional appropriations process by which the Appropriations Committee in Congress determined spending levels for different priorities. Discretionary spending includes all non-mandatory spending and includes foreign aid, energy and environmental programs, housing subsidies, transportation, and agricultural programs.
