How can the redrawing of congressional districts lead to controversy within state governments?

It can lead to controversy because of gerrymandering, that is, redrawing districts to gain majority when in reality you would not be able to gain majority if the districts weren't stacked in your favor. When they do this, parties can be punished because this is forbidden by the law.
