Even though he was born as a man, Bruce Jenner felt he was more of a woman. This tells me that for many people, primary sex characteristics do not define gender.
Nowadays, there is a distinction between sex (what you are born as), and gender (what you identify as), so it's not strange he should say such a thing. Now, he has completed his transition, and become a woman named Caitlyn Jenner.
