The Jim Crow laws began in the early 1880's in the South, Which legalized segregation of white and black people.

I believe the answer is: in the South starting in the mid- to late 1800s

Because of the jim crow laws, the African American citizens were forced to use separate establishment from the White American citizens. This make the african americans at that time only had access to lower quality schools, lower quality restroom, lower quality seat on the bus, etc.
