The Twentieth Amendment to the United States Constitution establishes a limit on the number of times a person is eligible for the office of President of the United States, and also establishes additional eligibility conditions for presidents who succeed in office.


So FDR could only have been chosen for a more complete term.

If the Twenty-Second Amendment had been in place during Franklin D. Roosevelt’s first term in office, then Franklin D. Roosevelt would only have been able to serve 2 terms instead of 4 in all.
