As the people are different the perceptions and the thinking of the people are not same .mainly the people from the rural areas are not educated so the think changes and this is the one reason why they don't adopt one child policy.
And the second reason is to show his greatness to the neighbor people that he has more no of children .From my point of view these are the main reasons.
