I'm pretty stupid and this is probably not gonna be correct, however, I believe the correct answer is: It helped American commerce, but harmed American foreign policy. I am saying this because Macon's Number 2 Bill had its purpose to encourage Great Britain and France to stop seizing and impeding the American Vessels.
