I think it's "enshrines certain political, social, and economic rights for European Union (EU) citizens and residents into EU law".

Hello!

The Charter of Fundamental Rights of the European Union was drafted by the European Union and proclaimed on Dicember, 7 2000. Its main purpose is to strenghen rights like human dignity, the rule of law, freedom, democracy, etc, and including the rights of minorities in order to make these values more visible and respected.

Hope this helps.
