What did Napoleon’s armies do in Europe following the Congress of Vienna that helped encourage Nationalism?

It reshaped the borders of countries following Napoleon's rule. Napoleon started creating the spirit of nationalism because people opposed him, and the congress of Vienna was the cherry on top because it resolved the territorial issues by mostly helping the big powers and the lands were split so that it suits them which didn't resonate well with the people.
