48^(1/2)=(16)^(1/2)*(3^(1/2))
=4*(3^(1/2))

A number to the power of 1/2 is the same as square root. 48 simplifies to 16*3. The square root of 16 is 4. So the 4 comes out and the 3 is left inside. So the answer is C.
