After Eritrea won its independence, it began its rebuilding program with: D. United Nations funds
18 months after they won their independence from Ethiopia, Eritrea tried to find loan from foreign nations in order to build their nation. But this effort was met with failure because most of other nations saw them as a risky investment because they still haven't proved their capabilities.
Because of this failure, United Nations sponsored a referendum to help Eritrea with their funding in April 1993.
