They don't give the community members their own choices because they fear it would be chaos (as learned from past experience). They feel it would chaos disruption, crime, and lack of peace. As they are now they live in a calm environment where everyone is assigned what they're supposed to do, how they're supposed to do it. Completely under control with very little freedom.
