A car that fails to yield at an intersection would be considered an immediate risk.  Other examples of an immediate risk would be a car changing lanes at speeds that are beyond limits and a car approaching with speed that is slow as compared to the traffic. An immediate risk is associated to a short term probability of something that is happening.
