Because at first they are said to be tadpoles, and they swim in only water and can't survive on land. When the grow up they are called frogs, and they can live in water or on land. Hope this helps! ^-^

Frogs are considered to have two lives because they first hatch and grow up in the water, but as they grow older they begin to live on land. Frogs, along with other amphibians, share this amazing trait of being able to live both on land and in the water.

Your answer is: Born in water, live on land

Have an amazing day and stay hopeful!
