The answer is: b. State legislatures vary in size, but usually have a smaller upper house

The lower house in state legislature tend to have more unrestricted power compared to the upper house of the state legislature. The upper house in state legislature had a role of advisory and 'revisor' of the legislations proposed by the lower house, so their involvement with new laws usually really limited.
