Multiplying factors with exponents means you can add the exponents.

So
2^(4) \cdot 2^(-7) = 2^(4-7) = 2^(-3)

A negative exponent becomes positive when you move it to the denominator, so:


2^(-3) = (1)/( 2^(3) )
