I believe the answer is: Obamacare

At that time, obama proposed a plan to increase government budget to be allocated into welfare of all, a program which named as ObamaCare.
This plan faced many opposition in the congress because in order to increase the government budget, they have no choice but to increase the tax payment from citizens.

In President Obama's speed about the federal budget, he was talking about ObamaCare. This law helped people with low income have the opportunity to avail of health insurance. It also prevented the discrimination of people with sickness. Its third element is the involvement of healthy individuals to support the people with medical conditions.
