Conservative ideals can clash with international relations. Generally, conservative ideals don't welcome interventions from the outside. The political climate can immobilize terrorist threats if the administration is mostly on the same side. The opposition can hinder the progress of anti-terrorist programs just for the sake of undermining the administration.
