anti-federalists wanted the bill of rights, they believe they needed their liberties to have extra protection against the national government. Federalists felt that the bill of rights was unnecessary, as the peoples liberties were already protected by the national government within the constitution. In the end, the federalists promised the addition of a bill of rights to the constitution is the anti-federalists pledged to ratify the constitution.
