The president is trying to change the overall electoral terms, whether it be for his own term or the term of another past president. He may be trying to find a loophole guaranteeing him the right to lead for more than two terms, or eight years, or he might be increasing the term of another government official who has already completed their designated amount of terms of presidency, or is about to begin theirs.
