How would one solve a question with negative exponents?

For example something like: 2^-3 + 2^-2

If there is a negative exponent in you're equation all you have too do is know if it is a even number the answer will be positive and if the exponent is odd the answer will be negative for example

4^-2 = 16
4^-3= -64

it's like

1/8+2^-2

1/8+1/4

3/8
