What was the appeal of mussolini's fascist government?

Fascism offered a solution to the fighting that was happening in the Italian government and preventing bureaucratic action from taking place.  In general the populace had become disheartened by their government and voted to instate a dictator instead of continuing with the squabbling of warring partisans.
