President Lincoln issued the Emancipation Proclamation after the Civil War began. Therefore, I believe the Emancipation Proclamation freed all enslaved people under Confederate control.

The Emancipation Proclamation issued by President Lincoln freed all enslaved people under Confederate control (Option 3).

The Emancipation Proclamation (January 1863) was an executive order issued in the mid of the American Civil War to emancipate all the slaves in the states that hadn't ended its rebellion against the Union, that is to say, the Confederate states. As it stated:

"(...) all persons held as slaves within any State or designated part of a State the people whereof shall then be in rebellion against the United States shall be then, thenceforward, and forever free"
