A dilation. Dilations are not rigid motions, in other words, it changes the size of the shape. Transformations that keep congruence are reflections, translations, and rotations.

Explanation:

A dilation is a transformation which is not rigid since it changes the size of the figure in particular ways by using scale factor . It creates image that is the exactly same shape as the original, but have a different size.

It stretches or shrinks the actual figure. Hence, It does not preserve congruence.
