Calling for the removal of people of different racial backgrounds.

Fascism is a form of nationalism based on ethnic superiority, that is, the thought that your ethnicity is above all others. It's why Nazi Germany was able to integrate Austria and the German parts of Czechoslovakia on the brink of WWII without any real backlash from Europe.

The correct answer is - government calling for the removal of people of different racial backgrounds.

The fascism is a very dangerous political system, as it the extreme part of nationalism, which is propagating superiority of the nation over the other ethnic groups and races.

The fascist governments tend to manage to convince the people relatively easy in their superiority, and they usually use the bad situation in which the people had been for some time, and than blame it on some other ethnicity or race. When people are in a terrible place, the rational thinking is not really what comes first, and the consequences can be devastating, as witnessed multiple times throughout the history.
