Your answer is Benign tumors.  They RARELY spread but are harmful.  Also because they do not reproduce very quickly they are considered not cancer.  However malignant is considered cancer because it spreads like wildfire and and reproduces quickly.  If a person gets malignant they usually are given pills.  These help stop the reproduction of those cells.  Also that is why some people lose hair at this stage because hair cells reproduce fast also.
