The graph shows that 13 friends have 2 or 3 sports caps and that 6 friends have 6 or 7 sports caps.
The question wants you to find the difference between these 2 numbers.
13 - 6 = 7
So there are
7 more friends
that have 2 or 3 sports caps than those that have 6 or 7.

There appear to be 13 people with 2/3 sport caps and 6 people with 6/7 sports caps. Just subtract 6 from 13 as shown:
13-6 = 7.
Therefore, 7 more people have 2/3 sports caps than those with 6/7.
