A city employee collected survey data from 2330 randomly selected residents. A total of 865 of these residents said that they thought the city should devote more city funds to repair roads.

To the nearest percent, what is a good estimate of the percentage of all residents who thought this?

about 37% because 865/2330 is .3712446352.  To find the percent, you move the decimal right two spaces. In your case, you would round to the nearest whole, which is 37%.

Total residents = 2330

Resident who thought it = 865
% of residents who thought it = 865/2330 * 100 = 37.12%≈ 37%

Thus 37.12% of the resident thought it.
