Brutus asks question about Caesar and his rule and about the events that happened but as he rehearsed it before, it is all well prepared and he uses many things like rhetorical questions. He does not expect an answer since that is the point of a rhetorical question. We all know the answers and the point is to just remind ourselves of them.
