Qualitative data is data that can be observed but cannot be measured
The only thing not being measured is descriptions of behavior

Qualitative data can be defined as the data which can provide the information about the quality of data which cannot be actually measured by utilizing any parameter or scale. The example of the qualitative data includes the color of the eyes and softness of the skin.

The description of the behavior is the type of qualitative data because quality of the behavior can be analyzed as good or bad.
