What is the meaning of the quote "The intelligent sovereign makes the law select men and makes no arbitrary promotion himself. He makes the law measure merits and makes no arbitrary regulation himself."

I'm not 100 percent sure on this, but I think it basically means "A smart leader makes the law promote others and not himself. He makes the law judge others, but does not add anything unnecessary in order to control others." I hope this helps.
