to start with let's find the difference in price
46.5-38.75 = 7.75
now we can make a proportion
7.75 x
------ = -------
46.5 100
then cross multiply and divide
100 times 7.75 = 775 divided by 46.5 16.7
the percent of decrease is 16.7
