It was passed by Congress on May 30, 1854. It allowed people in the territories of Kansas and Nebraska to decide for themselves whether or not to allow slavery within their borders.

Kansas, Nebraska, North and South Dakota. Douglas issues clause of popular sovereignty. Southerners say they will agree as long as he repeals Missouri Compromise and split of land creating Kansas so a pro-slave state can be formed there.
