(1)/(5)=0.2. This means
0.2*100=20 percent.

Margin of error, according to the statistician, is 1.5%.

So 20% can be 1.5% less or 1.5% more.

We want the MAXIMUM PERCENTAGE, so we take
20+1.5=21.5 percent. That is the maxium percentage of individuals who can own a bike.


ANSWER: 21.5%
