The Articles of Confederation aimed to form a weak central government at the same time with strong states. To do so, the Articles gave little or no power to the Central government, for example, the Central government did not have the power to enforce tax laws or regulate commerce.
The main reason for this system of government was that people feared to create a Central government that would eventually become despotic.
