How did New Deal programs differ from President Hoover’s attempts to combat the Depression?

New deal gave people jobs and the elderly and disabled welfare while Hoover tried to increase trade by adding high taxes to foreign goods but in the process he lowered world trade as other countries raised their taxes on foreign goods to stop the us from trading with them as well. This caused the us to dip even lower while the new deal helped us out.
