Nuclear binding energy is necessary to overcome REPULSION OF THE PROTONS.
Electrons and nuclei are bound together by electrostatic attraction. However, the force of the electrostatic attraction is not enough to hold the nuclei together. Since the nuclei has protons that repel each other, nuclear binding energy is needed to preserve the binding of the electrons and nuclei.
