How might scientists be able to use fossils to infer that the climate of the central United States was a lush subtropical forest million of years ago?

They can figure out what animal the fossils were from and if they know enough about the animal, they will know what type of climate the U.S. had. Animals' fossils that would live in a subtropical forest that are found in the U.S. would describe the climate.
