The Declaratory Act was passed by Parliament in response to recent protests by American colonists. Colonists were protesting recent taxes implemented by the British parliament that were aimed at paying off the debt Britain accumulated during the French and Indian War. The colonists were upset about recently passed taxes because they had no representation in the British parliament (who created the taxes). To show that the British parliament still had control, the government passed the Declaratory Act. This got rid of previously implemented taxes but reaffirmed that the British had control over the colonies.
