What is legitimate power through a leader’s personal or emotional appeal?

In fact what legitimates a leader is the vote he receives to command a country / state. In a democracy, leaders are elected by the people and that is the great aspect of legitimacy.

However, leaders communicate with society and they are human people with feelings. However, episodes of commotion or emotional appeal should not be considered to legitimize a leader's political attitudes.
