How did holding Plebiscites help Napoleon in his rise to power?

Holding a plebiscite is just a fancy term for having a referendum.  By holding these plebiscites and just lying about the results Napoleon was able to justify his holding onto power as the people supporting his actions.  He held a Plebiscite to become Consul for Life (just a military dictator) and later emperor.
