Why does Australia have two territories?

Australia has both self-governing and non-self-governing territories, which can then be divided up into external and internal territories.

Australia has two territories because Outside of government, the ACT and the Northern Territory are often treated like states because of their significant population sizes. Seven territories are governed only by Commonwealth law, usually through an Australian Government-appointed Administrator. They are: Ashmore and Cartier Islands.
