So I would disagree with the wording, but I think it wants A. He took away the writ of habeas corpus which basically means that a person could be jailed with no legal reason.

The correct answer is A. Could be imprisoned illegally

Step-by-step explanation

President Lincoln suspended the writ of the habeas corpus on 1862 after the civil war and ordered the political prisoners to be released, considering the Habeas corpus is a legal instrument that allows people to denounce if they were imprisoned or detained unlawfully or illegally, for the court to consider the case, a suspension of it implies people could be imprisoned illegally without having any legal resource to denounce this situation and thus, continue in prison unfairly.
