The RATIONAL BASIS test measures whether an action of the government achieves a fair purpose.

The rational basis review is the normal guideland that courts employ when taking into account constitutional questions. Courts exercising rational basis tests pursue to conclude whether a law is "rationally related" to a "legitimate" government interest.
