It was the Declaratory Act of 1766.  This gave Parliament the power to enact laws that were mandatory for American colonies to comply originally it was used to repel the Stamp Act and the amending the Sugar Act.  Colonists believe that this would lead to more taxes and unfair rules would be imposed on them.
