This conclusion is evident from the implementation of black codes, Jim Crow laws, and other barriers implemented by state governments in the South. These aforementioned laws resulted in the creation of segregated public and private facilities in the South. This shows how socially, black citizens were not seen as equal to whites as they could not attend the same churhces, movie theaters, restaraunts, etc.

The implementation of grandfather clauses, poll taxes, and literacy tests were also used to stop African American men from using their newly gained right to vote.
