The rule of three:

ounces _____ pound
16 ----------------- 1
40 ----------------- y

Solving:

(16)/(40) = (1)/(y)
Cross multiplies

16*y = 40*1

16y = 40

y = (40)/(16)

\boxed{y=2.5}

Answer:
2.5 o

2.5 pounds of chocolate chips.
You have to divide 40 by 16 to get the amount of pounds in two batches. 40/16 is 2.5.
